The Commission had been established by a social-democratic government, but shortly after its report was issued, a conservative government was elected. That government brought with it a very different social agenda, a very different attitude toward schools, and—perhaps most farreaching in terms of impact—a clear animus toward the province’s unionized teachers. These included the establishment of a College of Teachers with new disciplinary powers, the institution of standardized tests for teacher certification, and legislation specifying (and increasing) the exact number of minutes teachers were to spend in classrooms each week (Ont.

Steve is willing to help and I’ve been the oversized elephant with lead in my feet. So it’s up to me. In addition to learning more about Jim’s personal life, we gradually learned more about his teaching style, both from our own classroom observations and from the other teachers. Our fieldnotes referred to another conversation with his department head: Steve then said something that may hold the key to Jim’s reluctance to get involved: he said that Jim is a very well-prepared teacher, who always spends a great deal of time getting ready for each class.

But he nonetheless regularly declared that in the summer he would buy his own computer and develop some “stuff ” for his class. In the end, he did nothing during that first year, and our fieldnotes bear testament to our growing conviction that Jim was not going to “buy into” computers. They directly and openly expressed the belief that Jim would “never” take up computers. A fieldworker’s notes recorded this conversation with the geography head at Jim’s school: [Steve] wanted to know what was going to happen to geography in the project.
