The Arab and Palestinian experiences of state-building diverged almost com pletely. Any commitment by Britain to establish constitutional government or a colonial state in Palestine was to the Jewish community, not the Arab. Post-war Britain was economically drained, and sought to reduce its financial burden by reducing its overseas commitments. Palestine posed a special prob lem. British forces faced a campaign of sabotage and terror by Zionist under ground groups in 1 945-7, while attempts to limit the immigration of Jewish refugees from Europe were challenged by the US. Yet the Labour government that came to power in 1 947 was determined to strengthen the trans-Atlantic alliance in order to counter the growing Soviet threat.
